A Harrier Hawk hovers over a juvenile Ibis at the Pea Island National Wildlife Refuge in coastal North Carolina during winter migration.

Thank you Michael. I think they both are, the Harrier was scanning the edge as the Ibis was creeping along the edge I just waited till the Harrier was over the Ibis to snap the frame.
